Quirino Grandstand Hostage situation
started about 10am this morning and till right now PNP and its SWAT can't resolve it... its a shame not only on PNP but on our government... international media is all watching this... :x :x :x it just shows that PNP is still lacking on this negotiation issues...

4 SWAT leaders in hostage crisis sacked
Four team leaders of the Manila police Special Weapons and Tactics (SWAT) unit were relieved of their posts Wednesday, two days after the bloody hostage crisis in Manila, which left eight Hong Kong tourists and the hostage-taker dead.
Relieved were Chief Inspector Santiago Pascual, Senior Police Officer 4 Reynaldo Antonio, SPO3 Alfonso Gameng, and SPO2 Bernardo Espinosa, according to Manila Police District (MPD) Chief Superintendent Rodolfo Magtibay.
The head of the MPD SWAT team and three other team leaders were placed on “administrative relief" in the aftermath of Monday’s bloody hostage drama, Magtibay said.
The hostage crisis erupted Monday in front of the Quirino Grandstand in Manila’s Rizal Park after dismissed Senior Inspector Rolando Mendoza hijacked a tourist bus at Fort Santiago, about a kilometer from the grandstand, and held hostage 21 Hong Kong tourists and four Filipinos. Nine people died, including eight Hong Kong tourists and the hostage-taker, who was killed by a sniper's bullet.
Chief Senior Superintendent Agrimero Cruz Jr., the PNP spokesperson, said the four SWAT officials were relieved to keep them from exerting "undue influence" on the committee — the Post Critical Incident Management Committee (PCIMC), composed of the PNP's directorial staff headed by Verzosa — tasked to investigate the incident.
The committee is composed of members of the PNP directorates for investigation and detective management, intelligence, police community relations, and operations.
"On orders of the chief PNP, the investigation will be conducted 24/7, walang tulugan (no sleeping)," Cruz said.
Magtibay goes on leave
President Benigno “Noynoy" Aquino III meanwhile accepted Magtibay’s offer to go on leave following the bloody hostage crisis.
In a press briefing in Malacañang on Wednesday, Aquino said he directed Philippine National Police chief Director General Jesus Verzosa to accept Magtibay’s offer to go on leave.
“I respect him [Magtibay] for taking full responsibility – as ground commander – of the outcome of this incident," the President said.
He added that Magtibay’s leave status will likely take effect Thursday.
Aquino likewise said that PNP is in the process of coming up with a list of names of police officers who will take over Magtibay’s post.
“We will be submitting this list to Manila Mayor Alfredo Lim, and he will be the one to choose from this list, as found in the PNP law," he said.
Magtibay on Wednesday morning said he is willing to go on leave and take responsibility for the bloody outcome of the hostage crisis.
Aquino stands by Verzosa, Cabinet members
Despite accepting the Manila police chief’s offer to go on leave, Aquino said there is no need for Verzosa and other Cabinet members to follow suit.
Verzosa has shown competence in his almost two years as police chief, Aquino said.
“Marami naman ho yatang achievements si Director Verzosa. Look at the extralegal killings, given the necessary support, during the first three weeks, nasolve yung three of the six. I think he’s competent enough to answer all these," he said in the same press briefing.
The President also brushed off calls by some members of the House of Representatives for Interior and Local Government Secretary Jesse Robredo, as well as members of the Palace communication group to resign.
He advised the congressmen, mostly from the opposition, to wait for the outcome of the investigation before pointing fingers at anyone.
“I would not want to prejudge the investigation that will be conducted to be spearheaded by the Justice Secretary… Certain members of the House has responded to these statements, and I think there is no need for me to respond," the President said. —VS, GMANews.TV

Citing its medicinal value, NGO pushes for marijuana legalization
Citing its medicinal value, a non-government organization in the Philippines is pushing for the decriminalization of marijuana use in the country.
In an article posted on its website, the Philippine Organization for the Reform of Marijuana Laws (Pormal) said marijuana (also known as hemp and cannabis) has shown “established" effects in the treatment of nausea, vomiting, premenstrual syndrome, unintentional weight loss, and lack of appetite.
Other “relatively well-confirmed" effects were in the treatment of spasticity, painful conditions, especially neurogenic pain, movement disorders, asthma, and glaucoma, it said.
It also said that cannabis-based drugs could be “useful" in treating psychological and mental conditions like attention-deficit hyperactivity disorder, autism, bipolar disorder, childhood mental disorders, depression, alcoholism, and Tourette's Syndrome, among others.
Other diseases and medical conditions where cannabis-based drugs could prove "useful" are inflammatory bowel disease, migraines, fibromyalgia, multiple sclerosis, spinal cord injuries, amyotrophic lateral sclerosis, collagen-induced arthritis, rheumatoid arthritis, asthma, atherosclerosis, colorectal cancer, depression, diabetic retinopathy, dystonia, epilepsy, digestive diseases, gliomas, hepatitis C, Huntington’s disease, hypertension, urinary incontinence, leukemia, skin tumors, morning sickness, methicillin-resistant Staphylococcus aureus, and Parkinson’s disease, among others.
“What other medicine or drug do you know of that has so many applications, without dangerous side effects?" the group asked.
The group likewise said hemp can be the solution to the earth’s scarce source of renewable resources. "Pollution, poisons and chemicals are killing people. These great problems could be reversed if we industrialized Hemp," it said.
According to Pormal, the only reason marijuana was made illegal was because it would have rivaled oil as the material used in the production of synthetics and in effect brought down many businesses.
“Marijuana is not illegal due to it being dangerous — because it is not. Marijuana is illegal because billionaires want to stay billionaires. That’s the bottom line," Pormal said.
Pormal aims to responsibly disseminate information on the proper uses and products that can be derived from the marijuana plant, and, ultimately, legally lobby for the decriminalization of its use.
Gateway drug
Sought for comment, Philippine Drug Enforcement Agency Director General Dionisio Santiago said he is opposed to the idea of decriminalizing the use of marijuana as it would lead to more widespread drug use in the country.
“That's why we call marijuana a gateway drug, so medyo takot ako, baka maging loose cannon tayo (I am a little afraid, we might become a loose cannon)," he told GMANews.TV in a phone interview Tuesday.
Santiago, a former military chief of staff, noted that even prescribed drugs get abused.
He said if marijuana really has medicinal values, doctors would find a way to prescribe it.
Santiago, however, said he is prepared to listen to Pormal’s arguments. “I-justify nila. Ready ako anytime to face them (They should justify it. I am ready to face them anytime)," he said.
Misguided group
Senate Majority Floor Leader Vicente "Tito" Sotto III, former head of the Dangerous Drugs Board, challenged Pormal to submit empirical data to prove their claims that marijuana is in fact beneficial.
“That group is misguided. They’re completely wrong. That’s probably just a gimmick," he told GMANews.TV in a separate interview on Tuesday.

Senator cites bike-jacking incidents
Sen. Pia Cayetano said in a statement Sunday the Aquino administration and the Philippine National Police (PNP) should also look into the alarming "bike-jacking" incidents that have become evident in the southern part of Metro Manila over the past weeks.
Police visibility will help discourage "bike-jackers" from preying on defenseless cyclists who pass through Las Piñas, Parañaque, Muntinlupa, as well as Cavite, Laguna, and Batangas, according to the Senator
"Over the past week, I have received various accounts regarding the recent theft and robbery incidents victimizing bikers," said Cayetano, head of the Senate committee on health and demography.
"We have asked [the PNP] to stay on alert and respond to any calls from the bikers in the south," she added.
Seven mountain bikes were forcibly taken by armed men on Daang Hari Highway in Bacoor, Cavite on Jan. 15.
On Jan. 11, a lone biker was beaten up and stabbed in the thigh with an icepick by unidentified robbers, who then took his bike and helmet. The incident took place on El Grande Avenue in BF Homes-Parañaque.
In various e-mail groups, several bikers have aired their concern with security, or the lack of it, and have alerted their peers to take precautions on the road, Cayetano said.
"Some also suspect that the perpetrators could be selling the stolen bikes as 'chop-chop' parts in the same way that carjackers are known to chop-up and sell portions of stolen vehicles," Cayetano said.
