Terror alert in Philippines after bus bomb kills 4
MANILA, January 25, 2011 (AFP) – A bomb on a packed bus in the Philippines’ financial hub killed four people on Tuesday, sparking a warning from President Benigno Aquino that the country faced a raised terror threat.
Authorities said it was too early to say who was behind the explosion as the bus traveled along one of Manila’s busiest roads, but Aquino ordered security forces on alert.
“We have asked the police and military and the intelligence services to review their threat assessment, with the end view of hardening all areas considered under threat,” Aquino said in a nationally televised address.
“So far the investigation is ongoing, but the mechanical and electrical causes are being ruled out for this explosion. There appears to be an explosive device… we are looking at the terrorist aspect of it.”
Metropolitan Manila police chief Director Nicanor Bartolome said the bomb appeared to have been placed under one of the passenger seats.
Police initially placed the death toll at two, but later revised it to four after two of the 15 injured people taken to hospital died from their injuries.
Jhohanson Reyes and an unidentified female victim died on the spot while another victim identified as Mariano Salustiano was declared dead at the Ospital ng Makati, according to the PNP Southern Police District.
Vice President Jejomar Binay, a former mayor of the Makati financial district, arrived quickly at the scene and said it appeared to be a powerful blast.
“There’s a huge hole and the debris indicates it is a bomb,” Binay said, adding the legs of one injured woman had been blown off.
Police investigators were seen scouring the scene for evidence, with blood drying on the pavement.
The driver, who survived the attack unscathed, said at least two men who acted strangely quickly got off the bus just moments before the explosion.
“They were moving from one seat to another although we had no idea there was an explosive aboard,” the driver, Maximo Peligro, told reporters.
In November, the US, Australian, British, Canadian, French and New Zealand governments updated their travel advisories to the Philippines to warn that terrorist attacks were likely.
Some of the warnings specifically mentioned that an attack would take place in Manila.
Aquino strongly criticised the advisories then, saying they were not based on firm intelligence, prompting some of the governments to downgrade the threat assessment.
However, Aquino admitted Tuesday that his government had received a report last year that a “Muslim secessionist group” he did not identify was planning to carry out attacks in Manila.
“We have had a report that there were terrorist groups planning the same. But the assessment at the time was that there was a lack of resources to be able to carry it out and a lack of support base,” he said.
Aquino said the report mentioned plans for a bomb attack, but he did not elaborate.
The Philippines faces a range of security threats, most prominently the Abu Sayyaf Muslim militant group that operates mainly in the south of the country, and communist rebels who have been waging a rebellion for 42 years.
The Abu Sayyaf bombed a passenger ferry on Manila Bay in 2004, killing more than 100 people in the country’s worst terrorist attack, according to authorities.
The Abu Sayyaf was also blamed for a bomb attack on a bus near Makati in 2005 that left three people dead.
In an incident that was not terrorist-related but nevertheless raised international concerns about security in Manila, a disgruntled ex-policeman hijacked a tourist bus in August last year.
After a day-long stand-off, police stormed the bus and killed the hijacker, but eight Hong Kong tourists also died.

Some of them merely wanted to attend a University anniversary, another was on a day-off, perhaps planning to go to the mall.
But an explosion ripped off the bus they were riding, leaving them wounded and four of their co-passengers dead.
Authorities said victims of the Newman Goldliner bus (Baclaran to SM Fairview route) explosion in Buendia sustained injuries in their lower extremities. Five of the victims need to undergo surgery to remove shrapnels, strengthening earlier police reports the blast was caused by an improvised explosive device.
In a press conference at St. Luke’s Global City, Social Welfare Secretary Corazon “Dinky” Soliman said most of the victims were able to tell President Benigno “Noynoy” Aquino III their stories—why they were on that fateful bus.
Aquino dropped by the hospital to personally check the condition of the victims.
Soliman noted that among the nine injured rushed to St. Luke’s, two were siblings and were planning to attend UST’s 400th anniversary; there was a Filipino couple from the U.S. bent on retiring in the Philippines; a worker on a day-off; and someone from the airport.
“They are still in a state of shock,” said Soliman, noting that all the victims will undergo stress debriefing.
The victims also said that there was nothing unusual prior to the blast, said Soliman.
“They said somebody rode the bus and immediately left and there was also someone preaching, singing,” she added.
Soliman said the oldest victim is 76 while the youngest is 19 years old. One of the fatalities also sustained injuries in his spine.
Two other fatalities are at the Ospital ng Makati and another one is at the Makati Medical Center, said Soliman. She also said the government will pay for the hospital bills of the victims.
In a separate statement issued by the Philippine National Police, it said all police regional offices have been placed under full alert status effective 5:00 p.m.
“PNP units were ordered to intensify checkpoints and security operations specifically in soft targets such as vital installations, commercial centers, economic key points, mass transportation systems such as bus stations, railways and seaports and airports using special units such as K-9 and EOD Teams,” said police spokesman, Chief Superintendent Agrimero Cruz Jr.

MMDA: Adjustments on 'killer highway' speed limit coming
After getting mixed reviews on its first day, the Metropolitan Manila Development Authority will make adjustments to its enforcement of a speed limit and lane segregation along the 12.4-km Commonwealth Avenue in Quezon City.
But MMDA spokeswoman Tina Velasco said much of the initial adjustments will involve maintaining the enforcement without affecting operations in other areas of Metro Manila.
"We will develop the process so we can efficiently distribute our personnel in Metro Manila," Velasco said in an interview on dzXL radio.
She recalled the MMDA had fired some 1,800 contractual employees after Malacañang cut its budget for 2011.
Velasco said the MMDA may ask for reinforcements from the office of Quezon City Mayor Herbert Bautista, and local homeowners' associations.
"We are serious about sustaining this program. Definitely we will have daily operations along Commonwealth Avenue," she said.
Velasco also said the feedback was "generally" positive, with motorists and commuters cooperating with the new rules.
On the other hand, radio dzBB's Allan Gatus reported several motorists and commuters were not happy with the MMDA's enforcement of the speed limit and lane segregation.
Under the MMDA's rules for Commonwealth Avenue, vehicles are to observe a 60-kph speed limit and a segregation system where the two rightmost lanes are for buses, the next two are for motorcycles and jeepneys, and the others for private vehicles.
The dzBB report said many of the MMDA traffic enforcers had to force a smile while listening to complaints from motorists and drivers.
Complaints ranged from motorists claiming they "did not know" about the new rules, to the rules being "biased for the rich.""

Defy or ignore the 60-kph speed limit along Commonwealth Avenue in Quezon City at your own risk, the Metropolitan Manila Development Authority (MMDA) warned motorists on Monday.
MMDA chairman Francis Tolentino gave the warning as the agency prepares to start enforcing the speed limit and lane assignments along the 12.4-km "killer highway" starting 4 a.m. Tuesday.
"Kung binalewala mahirapan kayo maka-renew ng driver's license, nakaalarma kayo sa [Land Transportation Office], at di ninyo ma-renew ang registration ng sasakyan ninyo hangga't hindi ninyo sine-settle ang fine sa MMDA," Tolentino warned motorists in an interview on dwIZ radio.
(If you ignore the speed limit and are caught on camera, your vehicles will be flagged at the Land Transportation Office and you cannot renew your vehicle registration or your driver's licenses.)
Even government vehicles will not be exempt from the stricter traffic rules, he said, adding that only ambulances rushing patients to hospitals will get a free pass along the 12.4-km road.
"Maging government cars kasali, maliban kung ambulansya. Ang government cars may trip ticket din (Even government cars will be covered while ambulances are exempt. Government cars will have trip tickets so it will be easy to trace the violator)," Tolentino said in a separate interview on dzBB radio.
Tolentino said he will personally lead some 200 traffic personnel in enforcing traffic along the "killer highway" starting 4 a.m. Tuesday. Citing figures from his office, he said Commonwealth Avenue accounted for 4.4 percent of fatalities in Metro Manila road accidents last year.
Among the tighter traffic rules to be enforced along Commonwealth Avenue, which links the Philcoa and Batasan areas, are:
New traffic lane assignments where two rightmost yellow lanes are for buses; the next two rightmost lanes are for jeepneys and motorcycles; and five lanes for private vehicles. Two of the five lanes will be for vehicles using U-turn slots; and
A 60 kph speed limit for public and private vehicles, with a P1,200 fine per violation.
Tolentino said that while there will be no traffic aides to accost violators on the spot, cameras will take photos of the violations, and the erring motorists will be sent summons to pay their fines.
"Di kailangan itigil namin ang sasakyan. Maaring tawanan kami. Ang aming ipapatupad ... pag nakuha kayo ng aming camera o speed gun makakatanggap kayo ng summons (There may be no traffic aide to accost violators, so violators may at first think they outwitted us. But the violators can expect a summons from us)," he said.
Names of violators will be published weekly on the MMDA website until they settle their accounts, Tolentino said.
"Naka-publish yan hanggang di sine-settle ang account, hanggang dumating tayo sa puntong meron tayong self-discipline (Their names will remain on the list until they settle their accounts. This will go on until we can have a sense of self-discipline)," he said.
Tolentino said they spent Sunday night painting markings on the lanes, particularly for bus lanes. He said they planned to install sign boards Monday.
