Throttle Hesitation

I am having an issue with X1-R. My bike feels like it has no power recently. I used to be able to do 110+ fairly easily and now it seems i can only do 80. I have tried replacing the oil/spark plug and cleaning the carburetor. I cannot pin down the problem. I can do wide open 80 in 3rd and when i shift to 4th the speed still wont increase. when i let off the throttle and get back on it hesitates a little bit.

Any ideas on what my problem might be?

Check basics first, carb, plug, coil, valve clearances, compression to give you an idea on engine condition.
