Carburetor Best Jettings For Nibbi 28mm On A Vixion Bore

My engine load:

vixion kit
nibbi 28mm carb (115mj 35pj)
faito racing valve spring
stage 2 camshaft
faito racing ignition coil
ngk irridium spark plug
yypang shorty big elbow exhaust
ported and polished head
2pcs 9 power

my bike is a sniper mx

here's my question:
this happened since i got the 28mm carb installed. whenever i whack the throttle open from idle, the engine stutters, i have to give it a gentle twist first before i can go to a higher RPM. and it also consumes 25-30km/ltr of fuel which is a little too greedy considering my engine load. what do i do to fix this? your suggestions will be greatly appreciated

by the way, i use a velocity stack on my carb instead of a filter, if that helps..

Change 40 pilot jet and adjust air and fuel mixture

If im not wrong that was air too lean....try go for pj45 i think it will solved the problem
